Revisiting the stepping-stone hypothesis: transitions from temporary to permanent contracts in Peru

This study seeks to evaluate the extent to which temporary contracts are functioning as a step toward a permanent contract and to distinguish within-firm contract conversions from between-firm conversions. Using a matched employer-employee database of Peru, the authors propose several measures of contract conversions and estimate duration models. Findings show that only 7% of fixed-term contracts are converted, and about half of the conversions occur in the same firm.
