Article commenting on changes in labour legislation to facilitate collective bargaining and increase workers participation in France, 1981 to 1983 - notes substantial increase in enterprise level and industry level collective agreements; examines trade union attitudes towards local level exercise of workers rights tending to bypass trade union structures.
