Focuses on the promotion of the self-employment options for young women and men, roles of government, employers' organizations and workers' organizations. Looks into ways of furthering the self-employment option, business development, and financial services. Mentions the objectives of the Young Entrepreneur's Organization (YEO) and the Youth Employment Network (YEN).
