Abstract
This study examines how Small and Medium Enterprises (SMEs) in Montenegro are engaging with Responsible Business Conduct (RBC) and human rights due diligence (HRDD) for decent work, with the aim of identifying how institutional and policy frameworks can better support the adoption of sustainable, responsible and inclusive business practices. The research combines a desk review of relevant policy and legal frameworks with interviews and focus groups involving institutional stakeholders and enterprises, including women-led firms and SMEs employing members of vulnerable groups, while applying a sectoral and regional lens.
