Abstract
This report is a Situational Analysis dedicated to the development of a national regulatory framework for Private Employment Agencies (PrEAs) in the Federal Republic of Somalia. It was produced with the technical assistance of the International Labour Organization (ILO) under the Better Regional Migration Management (BRMM) Programme. The report's core function is to assess the existing legal and institutional environment governing PrEAs, ensure their operations align with international labour standards, such as ILO Conventions No. 97, No. 143, and No. 181, and identify the necessary steps to establish a transparent, accountable, and protective regulatory system for the recruitment of Somali migrant workers.
