Developed under the ILO’s Manzuma project in Jordan, funded by the Regional Development and Protection Programme (RDPP III), this report examines one of the key cross-cutting constraints identified across the project’s three priority sectors (food processing, food services and catering, and chemicals) : the high cost of energy and its impact on MSME productivity and competitiveness. As energy costs represent a major share of operating expenses, they significantly affect enterprise growth and the ability of SMEs to create more and better jobs for both Syrian refugees and vulnerable Jordanians. The report analyses Jordan’s renewable energy market, including the current regulatory framework, electricity tariffs, market supply, financing models, and emerging business opportunities. It identifies practical entry points to help MSMEs reduce production costs, improve productivity, and strengthen competitiveness, while highlighting opportunities for market systems interventions and policy dialogue that can accelerate the adoption of renewable energy solutions and support more inclusive and sustainable job creation.
