Highlights that, two years after the Tsunami, no micro and small entrepreneurs have completely recovered and only 3% are advanced in recovering their businesses. They require tailor made loans with preferred conditions. Recommends the installation of a credit fund exclusively catering for poor and marginalised micro and small entrepreneurs.
