Abstract
The evaluation used a mixed-method approach that obtained information from documents, interviews at headquarters, field missions to 14 countries in the five ILO regions, and a survey of ILO staff and constituentson their experiences and assessment of the reform process. A total of 351 individuals (36 per cent women) were interviewed and 513 individuals (120 ILO staff and 393 constituents) responded to the surveys.Stakeholders were consulted on methodology and findings, and provided feedback on the draft report.
