Abstract
This ILO report addresses the identification, enumeration, and integration of informal waste workers in Maharashtra. Drawing on Pune's SWaCH cooperative model, it documents how 200,000 predominantly Dalit women waste pickers remain unrecognised despite saving municipalities crores annually, and proposes occupational identity cards and welfare frameworks for social protection.
