Abstract
Gives details about the labour market situation during the period 1997-2004. Identifies main priorities for employment policy such as education and training and active labour market policies; goals of passive labour market policies, including adequate unemployment and early retirement benefits; and reviews wage and tax policies. Describes affirmative action aiming specifically at Roma and other vulnerable groups. Lists relevant Council of Europe instruments as well as ratified ILO Conventions. Includes the text of the Bucharest Declaration 2003 on furthering employment.
