Abstract
Presents the annual meta-analysis of performance results related to the delivery of decent work outcomes based on an assessment of 45 final independent evaluations of development cooperation interventions conducted in 2025. It focuses on four main performance categories aligned with the OECD/DAC criteria of strategic relevance and coherence, effectiveness, sustainability and impact, and efficiency, as well as cross-cutting ILO Policy issues. A thematic section on resource efficiency is included drawing insights using data from the 2022-23 and 2024-25 biennia meta studies. In addition, a dedicated section is focused on the results by policy outcomes and region based on CPO data to provide a comprehensive overview of average performance within these distinct categories for the same time-period. Finally, some recommendations are made for consideration on the way forward, both in terms of programmatic work and operational approach and practices. based on the findings of this report.
