Abstract
Despite the 2008 abolition of the Haliya system, many freed families continue to face poverty, exclusion, and discrimination, with rehabilitation efforts still falling short. This report by the ILO Nepal, with support from the Purple Foundation, assesses the situation of freed-Haliya in Surkhet, Jajarkot, and Humla. It highlights critical gaps in land, housing, and livelihoods, and offers targeted recommendations to strengthen rehabilitation, expand social protection, and prevent forced and child labour.
