Abstract
With the objective to analyze the challenges Egyptian workers abroad face in accessing social protection, especially in light of COVID-19, a technical study was conducted by the Egyptian Ministry of Social Solidarity (MoSS) and the ILO, through the EU-funded “Towards a Holistic Approach to Labour Migration Governance and Labour Mobility in North Africa” Programme (THAMM) to assess the organizational structure of the social protection services provided in Egypt to migrant workers abroad, and a survey was conducted among a sample of returning migrant workers to assess their access to social protection services in Egypt and in a number of destination countries. The study relied on qualitative & quantitative data, provided a desk review of the key legislation regarding the extension of social protection to migrant workers in Egypt and in a number of destination countries, and also described findings from an original survey conducted over a sample from the database of “ Nawart Baladak” initiative. The study concluded by providing evidence-based recommendations to address the identified challenges. This will serve as the basis of further activities in the next phase of programming.
