Abstract
This document is the official Operations Manual for Migrant Workers Resource Centres in the East and Horn of Africa (EHoA), published by the International Labour Organization (ILO). Developed under the UK Aid-funded Better Regional Migration Management (BRMM) programme, it serves as a comprehensive practical guide for Migrant Workers Resource Centres (MRCs) in the region. The manual outlines standard procedures and frameworks for delivering essential services to migrant workers, including pre-departure orientation, job placement assistance, legal and dispute resolution support, and holistic return and reintegration services (such as psychosocial counseling, financial literacy, and community re-adjustment programs).
