Shows that refugee assistance programmes are typically designed for men, even though these are greatly outnumbered by women refugees. This male bias explains why so little is done to provide useful training and income-earning opportunities for women, who often have families to support. Presents a few successful assistance programmes and shows how these problems can be overcome.
