Article examining the impact of iron and steel industry technology transfer on employment opportunities in developed countries, based on a case study of France - estimates the effects on employment creation and unemployment from 1980 to 1990, under two growth scenarios and buy-back financing arrangements; finds net results to be positive at the national level; outlines industrial policy and trade policy measures to counter negative effects at the regional level.
