Article on the rural development process in Pakistan, with particular reference to the political aspects and social implications of agricultural mechanization - analyses costs and private sector profitability in the rural sector, the effects on land tenure, on employment and income distribution, etc., and suggests areas for economic policy reform to slow the rate of tractor diffusion.
