Abstract
Article describing development of an employment policy institutional framework in Costa Rica from 1972 to 1978 - examines the formation of a labour administration ministry, of auxiliary bodies and a research centre for labour studies, and discusses changes in wage policy, industrial promotion of rural industries, proposals for workers stock ownership, etc.
