Abstract
Article on employment policies and economic policies to counteract regional disparities in Western Europe (esp. EC countries - noting the limitation of EC economic aid in job saving and employment creation in backward regions, advocates promotion of regional development growth poles based on basic needs fulfillment and equal opportunity, which in turn would stimulate economic growth in a much larger area.
