Abstract
Article on the origins of ILO Conventions - traces the background of ILO Convention no. 139 concerning cancer as an occupational health risk to show how international labour standards originate and are adopted; concludes that the experiences and subsequent efforts of trade union officers provide the main thrust for their adoption.
