Article commenting on modification of labour legislation in Japan to conform with ILO Conventions on wages, occupational health, social security and trade union rights - reviews major ratifications and legislation in each of the four areas, examines implications for labour relations in the public sector, and obstacles to ratification of certain conventions, and concludes that priority should be given to ratifying conventions on hours of work, holidays, minimum age and forced labour.
