Discusses the raising of the necessary funds and the division of the cost between the state, the employer, and the worker, the arguments for and against a system of uniform contributions or of scales graduated either according to actual earnings or to a system of wage classes, and methods of collecting the contributions. Examines the solutions adopted in the laws of the different countries.
