Considers the effects of unemployment benefit and assistance on the duration of unemployment and subsequent wages. The theoretical analysis shows that their effects can be negligible if they are (largely) financed from workers' and employers' contributions and subject to eligibility conditions. Finds that there is no reason to expect unemployment insurance to contribute to higher levels of unemployment.
