Article on the liability of ILO member states under provisions contained in the ILO Constitution to give effect to ratified ILO conventions with respect to offshore installations located in extraterritorial or territorial waters - examines state jurisdiction in relationship to public ownership status, international law regarding occupational safety, and comments on the scope of particular conventions.
