Article on target setting methodology to guide the operation of basic needs programmes in developing countries - proposes setting targets in terms of expected results, paying particular attention to functional linkages and to the obstacles hindering the most poverty-stricken groups from using services provided, examines problems in determining target levels, and discusses illustrative targets taken from economic planning documents in India and Madagascar.
