Argues that social security in poor countries has to be fully integrated with anti-poverty policies, including promotional, preventive and protective measures. Using quantifiable indicators, assesses the effectiveness of preventive and protective programmes such as access to land, asset creation, employment, minimum wages, food subsidies and social assistance, and identifies targeting, resources and administration as generic issues.
