Abstract
Discusses the ethical imperative and economic case for social security, the challenges facing the extension of social protection coverage, and the policies the trade union movement sees as necessary to move towards social security for all as a core element for decent work and decent lives. Notes that social policies are a question of political will and are only sustainable if they are based on a stable consensus.
