Article summarising a study undertaken for the ILO on the interdependence of human resources planning, educational planning and optimal resource allocation in respect of production - describes the shortcomings of the traditional approach, outlines a model for simultaneous manpower planning, educational planning and production planning, and analyses the results of its application in Peru.
