Abstract
Conference paper prepared for an ILO Meeting of experts on the role of fiscal policy and taxation in promotion of employment in developing countries, with particular reference to the experience of the UK therein - describes the selective employment taxation, the regional employment premium and the 1964 industrial training act and the economic implications thereof, and discusses how labour taxes and subsidies can encourage greater utilisation of unskilled workers.
