Abstract
Article on regional planning for improving labour productivity and labour utilization in the Western region of the Ukraine - examines the goals, management, institutional framework and results of an integrated regional level programme of the 'Trud' type; discusses the decline in the local level birth rate and the contribution of the programme to reducing labour shortage.
