Article on collective bargaining trends in Belgium, 1974 to 1983. Discusses how economic recession and high unemployment has led to state intervention in wage determination in order to overcome the inability of employers' organizations and trade unions to reach industry level collective agreements. Notes the increase in enterprise level agreements and decrease in strike frequency.
