Article demonstrating that application of most recent World Bank cost benefit analysis methodology to agricultural projects may be unsound in judging project's ability to alleviate poverty - illustrated by a case study of a tractorization project in Pakistan, explores ways to overcome analysis limitations through (1) setting minimum income distribution levels, (2) providing compensation to displaced farmers and agricultural workers, and (3) project design aimed directly at the low income.
