Abstract
Article presenting a rationale and framework for an integrated approach to population policy and human resources planning in the overall context of development planning - describes the type of empirical evidence and policy research required to provide an analytical base for making comprehensive planning possible, and proposes a special unit responsible for population and human resources questions.
