Participation of employers organizations and trade unions in national planning in Japan - analysis shows that economic planning in Japan is optional. Entrepreneurs have been well represented on planning bodies, but trade unions have not been associated with national economic decision making. The author suggests that increasing workers participation may be introduced through public administration and public enterprise.
