Abstract
Describes some of the initiatives in Western Europe that are underway in response to important changes to the world of work and in the industrial structure within which inspectors are enforcing health and safety legislation. Argues that alliances need to be established between inspectorates and other organizations which can make a contribution to a national plan for improvement.
