Article on the interaction between rural migration and the urban area labour market in Ludhiana in the Indian Punjab - based on an ILO household survey of labour force participation rates by age, sex, educational level, wages, etc., suggests there is no evidence that internal migrants are confined to underemployment and unemployment; policy-makers should therefore not curb urban migration without first assessing its effects.
