Article proposing a basic guaranteed income for all individuals in the UK as a means of reducing unemployment by promoting employment flexibility, while ensuring economic and social security - analyses trends in employment and labour force participation; argues that a social dividend scheme whereby only income earned above the guaranteed income is income taxed would increase labour flexibility as well as promote equal employment opportunities.
