Article commenting on reasons for the non-observance of labour legislation with respect to working conditions in Venezuela - cites inadequate labour inspection, poor living conditions, excessive preoccupation with economic growth and lack of popular support as principal factors, and suggests practical remedies such as upgrading of labour administration responsibilities, and encouragement of employers' and workers participation in enforcing legislation.
