Abstract
Article on labour relations in the civil service in latin America - comments on discrepancies between labour legislation and practice relating to civil servants' right to strike, to form trade unions and to pursue collective bargaining, discusses government policy, employees attitude and strikes, and points at developments bringing working conditions and labour relations in the public sector closer to those prevailing in the private sector.
