Abstract
Examines ten special employment creation schemes: Arbeitsbeschaffungsmassnahmen (ABM) in the Federal Republic of Germany, Contrat Emploi-Formation (CEF) and Travaux d'Utilite Collective (TUC) in France, the Community Programme, Enterprise Allowance Scheme and the Youth Training Scheme (YTS) in the United Kingdom, the Job Offer Act in Denmark, the Job Training Partnership Act (JTPA) in the USA, public relief work projects in Sweden, and the Work Experience Programme (WEP) in Ireland.
