Abstract
Article on popular participation in rural public works in Rwanda - discusses the participation of target groups in decision making and implementation of pilot projects, and wages stimulation of participants; examines implications of labour demand of rural public works for labour supply in the agricultural sector; considers the impact of completed projects (incl. Forest establishment) on target group participation.
