Article on labour cost as a factor in competition in trade, with particular reference to low wage countries - comprises four propositions on the nature of competition and the need for developing countries to expand exports; covers local level effects of competition, the role of GATT, various kinds of import restrictions, tariff policy, wage policy, etc.
