Reviews effects of economic recession since 1982 on employment and income levels and finds that recession has increased the concentration of industrial production. The border industry exporting programme is found to be an exception and a source of employment growth. Increasing export of manufactured products appears profitable only to the extent that wages remain depressed, unless and until productivity-raising investment takes place on a large scale.
