Abstract
Article in an ILO pub on the need to link agrarian reform and rural development programmes to employment policy and rural area human resources planning in developing countries (with particular reference to Latin America) in order to remedy underemployment and unemployment in agriculture - covers the need to increase employment opportunities for rural workers, land tenure, labour productivity, sub-family farms, medium and large farms and plantations, etc.
