Article on the internal migration of labour force in the USSR - notes need for migration from towns (through resettlement, or use of seasonal workers) to sparsely populated developing areas; outlines migration policy based on material factors (wage incentives, living conditions), sociological aspects (EG career development, quality of life) and administrative aspects (internal passport system, promotional wage policy, regional level wage differentials).
