Comprehensive study of the brain drain from the Philippines from 1965 to 1971 - analyses present trends with respect to emigration, and examines the role of Canada and role of USA government policy measures to retain immigrant professional workers and highly skilled workers, human resources planning implications, areas for international cooperation, etc. References and statistical tables.
