Drawing on the evaluation reports of some 40 projects in Africa, Asia and Latin America, the author finds that the poverty-oriented projects of the 1970s and 1980s do benefit the rural poor more than the infrastructure projects in vogue in the 1950s and 1960s, although the poorest are often still excluded.
