Article describing collective agreements providing for cost of living allowance (cola) in Israel and proposing a system of flexible wages indexation - examines the influence of cola and income tax on real wages, and stipulates that flexible indexation should try to ensure (1) that inflation affects the formulation of wage policy as little as possible and (2) that the indexation agreement does not distort the wage structure system.
