Article on human resources planning and the assessment of rural area human resources for rural development purposes as an integral part of the national planning process of developing countries - advocates an approach based on the balancing of labour demand and labour supply of rural workers in dealing with problems of labour shortage and surplus, and covers employment policy formulation and methodology, labour force forecasting, the drafting, revising and evaluation of development plans, etc.
