Article presenting an evaluation of the conciliation service in Israel - examines the efficiency of dispute settlement, ascertains the timing of intervention and suggests that attitudes towards a compulsory arbitration system do not give it any clear advantages over a voluntary one, that the service could play a larger role in unofficial strikes and public sector labour disputes, that it should be notified of disputes much earlier, etc. References and statistical tables.
